My understanding if i connect to PC, i can use single type c cable, however can it act as usb cable for touch screen function as well? or i must use hdmi for display + type c for touch screen function
HDMI and DP are both video signals without touch (USB data) capability. You should use HDMI for video + USB-A to USB-C cable for touch (USB data). You can use one single cable if the source is a USB-C or Thunderbolt 3 port with both video and USB data output.
what about those RTX card already have type-c output? will it carry usb signal as well so I can use a single port?
Video-wise: You may use with XT1310F or XT1610F V2 (charging output must be turned off in settings prior to connecting to the RTX) Touch: I don't think a graphics card has usb data signal, I believe you need one more usb cable connected to the pc in order to use touch.
